tests/workflow-secret-gates.sh matched the fork and dependabot checks against the whole workflow text. PR_CACHE_WRITE at the top of PR_multiarch.yml holds both, so the test passed even with every login gate removed.

Now each job that reads QUAY_IO_USERNAME / QUAY_IO_PASSWORD is checked on its own: its if: or the if: of the step that reads the credential must carry both checks, inline or through env.PR_CACHE_WRITE == 'true'. The PR_CACHE_WRITE line is checked for both conditions separately. A missing gate fails naming the workflow, job and step.

Checked in containers (alpine and debian dash): passes on main; removing one login gate gives 1 FAIL, removing all 21 gives 21 FAIL; the old script still passed with all 21 removed.

Busybox and dash gave the same results. make test-workflow-gates on the merge of the PR onto main: All workflow secret gate checks passed, rc 0. The PR's own CI is green on dcb9233.

Summary: The test now judges each job's own gate. Removing one login gate, or weakening it to the head check only, fails that job by name, where main's script passed with all 21 removed.

Not a blocker, noting it only: the gate is matched as a substring, so if: ${{ env.PR_CACHE_WRITE == 'true' || always() }} still passes. main's script has the same limit.
